The best way to get on a recruiter’s radar is to apply for a role you are suitably qualified for. That way you get on their database and even if you are unsuccessful, they know you have good judgement and hopefully you have made an impression.
I know there are a lot of recruiters out there who are happy to meet for a general chat but in my experience, the ones you want to talk to are too busy to meet with you unless it is for a specific role. Most firms have dozens of people write to them every day requesting to be put on their books and for the most part they don’t make a lasting impression and it comes down to the metrics of a database to bring you up again.
Networking
My other suggestion is to let people in your network know you are looking for a new role. I don’t mean broadcasting it on social media but chatting to a few well networked, influential people, with contacts in the industries you are targeting wont hurt as often opportunities come up without hitting the market at all. Keep your eyes and ears open and be ready to take advantage of opportunities when they arise.
